Dear Secretary Brilling:
The undersigned Albany County Legislators request that this letter be
included in the record of the hearing to be conducted on October 27, 2010 at Colonie
Town Hall before Judge William Bouteiller concerning the electric rate increases
proposed by Niagara Mohawk.
On behalf of the residents of Albany County that we represent we strongly
oppose the almost $400M electric rate hike that is proposed by Niagara Mohawk.
An increase in utility costs will be devastating to many families in Albany
County who are barely making ends meet in these difficult fiscal times and forcing
them to pay more for electricity will more than likely create an insurmountable
burden.
The proposed rate increase will also have a significant negative impact on the
upstate economy served by Niagara Mohawk as it will have a chilling effect on the
ability to start up or continue the small businesses that are essential to the
recovery of our upstate economy.
We would also note in connection with the proposed rate increase that recent
public disclosures have documented that $4M of the costs which Niagara Mohawk
has submitted to support the rate increase have been incurred for inappropriate
expenses and we would request that the Public Service Commission look very
closely at all of the expenses which purport to justify the rate increase.

As elected officials, we can understand the fiscal constraints National Grid must be under, however, placing an additional fiscal burden on the citizens and small businesses in Albany County can not be justified at this time. Therefore, we respectfully request that you deny the rate increase currently requested by Niagara Mohawk. Thank you for your consideration.
